Well, this months question is:

Rules:
1. The guesser can not be the empire that is in question. If the guesser is the empire, he have to guess on the next highest.
2. Guesses must be send in to the email address (displayed underneath) to be accepted and answers have to be sent in before February 27, 12AM.
3. I am the judge.
4. Only one guess from each person.
